Background: House Bill 1148 would provide immunity for off-duty law enforcement officers who perform a citizen’s arrest of assist with a lawful arrest.

Our position: The ACLU of South Dakota opposes House Bill 1148. Law enforcement officers need to be able to be held accountable for their actions and any misconduct.
