Our Stance: The ACLU of South Dakota supports House Bill 1097.

Diversion programming is necessary, and should be used more frequently. By targeting the underlying problems that lead to crime in the first place, effective diversion programs can improve long-term community safety and reduce recidivism far more effectively than incarceration.
