Background: Senate Bill 220 would authorize a comprehensive study of juvenile correctional and residential facilities, to make an appropriation therefor, and to declare an emergency.

Our Stance: The ACLU of South Dakota supports Senate Bill 220.

The goal of juvenile justice laws as well as the detention of children is both to protect public safety and to promote rehabilitation so that upon return to the community, children can become productive and healthy citizens. South Dakota has historically maintained one of the highest juvenile incarceration rates in the nation, and we support a study to reverse that trend.
