The U.S. Department of Health and Human Services (HHS) recently announced a new proposed rule that would dramatically and dangerously expand the ability of health care providers to refuse to provide medical care, something that will prove particularly harmful to transgender people, women, marginalized populations, and those seeking reproductive care. At the time it was announced, the ACLU said the proposed rule “puts patients last” by treating religious freedom as a license to discriminate and harm.

The ACLU of South Dakota has issued comments to HHS to make their opposition to this discriminatory and dangerous proposed rule clear.
